施工组织设计的审查

施工组织设计的优劣直接关系到工程质量及工期目标的实现。因此对施工组织设计应严格审查，施工组织设计应符合当前国家基本建设的方针和政策，突出“质量第一、安全第一”的原则，并结合该工程项目的特殊点，拟对关键分部、分项工程及采用新技术的施工方案进行重点审查，并将其作为质量控制点进行重点监控。

在方案设计及施工图设计过程中，我司派专人介入，进行技术经济分析，方案比较，合理控制造价。在设计中要求设计单位充分考虑，保证设计质量，尽量避免日后发生设计变更。

认真组织工程地质勘察，保证为设计单位提供准确的地质资料。基础造价是工程造价的主要组成部分。对同一建筑而言，不同的基础形式形成不同的工程造价，基础的设计又与地质资密切相关。因此，要求工程地质资料详尽、准确，为设计单位提供准确的地质资料。

合理选材、选型，抓住影响工程造价的主要因素。在工程造价的主要组成部分——工程直接费中，材料费一般占60%-80%，因此我司要求专业人员会同设计单位对设计中拟选用的材料进行性价比较。

施工图预算是对施工图的设计投资方面所进行的数据校核。我司负责审核图纸的设计范围、选用标准；委托招标造价咨询单位编制施工图预算，编制出的预算价需控制在设计限额以内。我司与设计院等部门全力配合，将突破投资的内容进行调整，为工程施工阶段的投资控制打下坚实的基础。

施工图预算编制要能准确反映工程实际工程量，工程量的计算力求准确，误差不大于3%，以便于对工程造价进行有效的控制。要求招标造价咨询单位在编制标底时做到工程量项目明确，不缺、漏项；并对主要材料如钢材、水泥、玻璃幕墙、石材、其它材料及设备等的市场价格进行市场调查，判定这些材料在该工程建设期的价格起伏；对可能发生的投资变更因素，充分考虑，不留缺口。

③施工招标阶段的投资控制

在资格预审文件和招标文件的编写应有利于择优选定施工队伍：因为施工队伍的优劣关系到工程造价控制的成败。选择施工队伍主要考察施工企业的建设业绩、资信情况和技术装备等。

招标过程中工程清单编制要求：工程量清单编制应根据招标范围委托招标造价咨询单位如实进行对施工图中工程量进行编制。项目要求准确、不缺项漏项；其编制说明应尽可能标注明确，应尽量编制有利于业主进行造价控制的条款，应尽可能避免因编制说明不明确而造成的施工索赔。

④项目实施阶段投资控制措施

严格控制施工过程中的现场签证及设计变更等，应建立工程签证管理制度，明确工程、预算等有关部门、有关人员的权限、分工及职责，确保签证质

编制资金使用计划，投资控制的目的是为了确保投资目标的实现，因此我司应对整项工程编制资金使用计划，明确工程项目投资控制目标值。

投资控制应采取动态控制，减少工程自身的风险，对事先估计到的风险或突然出现的风险，及时了解、分析，提出对策，使风险减少到最低限度。同时时刻注意如社会、自然、法规、利率等客观原因而引起的投资变动。

健全设计变更审批制度：施工过程中强调按图施工，尽量避免变更，若确需进行设计变更，一是尽量提前变更，因为变更越早，损失越少；二是在每一变更设计之前，必须进行工程量及造价增减分析，并经业主及财政审核部门同意。切实防止通过变更设计增加设计内容，提高设计标准，提高工程造价的事情发生。

⑤工程决算中的投资控制措施决算的各项关键程序：

根据我司对代建工程决算初审的经验，根据决算资料与施工过程相比较，有许多投资增加因素完全可以在施工过程中控制，有些部分还可以使投资减少，因此我司要求造价管理人员在工程开展前期应当掌握施工全过程造价控制要点，并在施工全过程对控制要点进行重点防范；

要求造价管理人员参与施工图纸会审及技术交底，对施工图预算进行初审，对施工图中容易出现的施工索赔因素等进行记录并向项目负责人提交处理建议；

整体工程结算审价汇总，出具整体工程结算文件；全套工程结算归档材料的整理要求完整、科学。加强竣工决算的初审工作：

决算必须按竣工图纸及合同规定，要有竣工验收单，如有甩项应在验收单中注明，结算中予以扣除。要做好工程洽商签证及预算增减账的清理，应重点做好材料价差及竣工调价的审定工作。决算初审时与原招标文件对照，凡原标底内已含项目不能重复出现。严格按合同及有关协议的规定，合理确定措施费等相关费用，认真实行结算复审制度及工程尾款会签制度，确保结算质量。

1、基建档案资料管理的基本要求：完整化、准确化、规范化、标准化、系统化。

2、档案资料的同步进行管理：各项档案资料的积累、整编、审定等工作应与建设项目、与施工进度同步进行。

3、技术文档管理的基本要求：（1）必须完整、准确、系统，并做到图面整洁、装订整齐、签字手续完备，图片等应附情况说明。

（2）前期资料如勘测、设计、规划等资料应依据合同规定向业主提交阶段性成果；

（3）竣工图做到图物相符，做好施工记录、检测记录、交接验收记录、项目相关负责人签字并加盖竣工图章。

2、本工程建设实施阶段的工程施工质量为控制难点，具体如下：（1）基础工程施工质量：应要求设计单位合理选择地基基础形式，要求施工单位提出切实可行的施工方案，经审核通过后方可施工。同时在基坑支护方案也应精心选择。

（2）现场施工安全：应要求施工单位做出保证周边安全的措施和方案，实行封闭施工。

（3）控制外墙渗漏：具体措施如：外墙面找平抹灰前，进行基层处理，清理吸附在基层上的砂浆、硅浆、灰尘等污垢杂物；墙面砖应在水中浸泡3--4小时；窗台、外墙腰线及空调台板按规范要求设置排水坡和滴水线等。

5、智能化、给水、排水、空调、通风、电气和消防等系统是该工程的重要组成部份，具有设备多、管线长和工艺较复杂的特点。市面上厂家及品种规格较繁杂，应从新产品的选型上下手，选择在国内较为先进，质量可靠，性能稳定，价格合理的产品，并抓好设备、材料的进场验收这一关键环节。

七、确保安全文明施工的控制管理措施

1、在施工前，审核施工组织设计并按要求施工单位提供特殊工程专项施工方案和专项安全施工方案

（1）临时施工用电方案。（2）现场临时排水方案。（3）基础、基坑施工支护方案。（4）模板设计（附设计图）及施工方案。（5）砼浇捣施工方案。

（6）脚手架设计（立面侧面图）及施工方案。（7）卸料平台计算方案（附设计图）。（8）塔吊安装与拆除方案。（9）物料提升安装及拆除方案。（10）各项安全技术交底措施。

2、协同监理单位对以下几个主要项目进行验收

（1）脚手架搭设验收单：手续齐全，签证完整才能使用。

3、施工现场临时用电安全方面要求着重注意以下几个问题

（1）安装、维修或拆除临时用电，必须由有相关上岗证的电工完成。（2）在建工程不得在高、低压线路下方施工，高低压线路下方不得搭设作业棚、建造生活设施或堆放构件，架具，材料及其他杂物等。

（3）在施工现场专用的中性点直接按地的电力线路中必须采用“三相五线制”系统。且按规范要求严格执行。

（4）配电箱、开关箱：要求配电箱、开关箱分级设置，形成三级配电。照明配电与动力配电分别设置。

（5）实行“一机、一闸、一漏、一箱”制。

（6）现场照明：照明灯具的金属外壳必须做保护接零。单相架路的照明开关箱内必须装设漏电保护器。照明装置在一般情况下其电源电压为220V；当室外灯具距地面低于3M，室内灯具距地面低于2.4M时，应采用36V。

（7）碘钨灯使用：碘钨灯有220V和36V两种，220V只适作固定式灯具，安装高度不低于3M，倾斜不大于4度，外壳应做保护接零。由于工作温度可达1200度以上，所以应距易燃物30cm 以上。当作移动式照明灯具时，应采用36V碘钨灯，按行灯对待。当移动不频繁时，也可采用220V碘钨灯，按Ⅰ类手持式电动工具要求，除外壳做保护接零外，应加装漏电保护器，移动人员应穿戴绝缘防护用品。

（2）施工前，应逐级进行安全技术教育及交底，落实所有安全技术措施和人身防护用品，未经落实不得进行施工。

（3）高处作业中的安全标志、工具、仪表、电气设施和各种设备，必须在施工前加以检查，确认其完好，方可投入使用。（4）攀登和悬空高处作业人员以及搭设高处作业安全设施的人员，必须接受过专业技术培训且考试合格，持证上岗，并必须定期进行体格检查。

（5）雨天进行高处作业时，必须采用可靠的防滑、防寒措施。（6）遇有六级以上强风、浓雾等恶劣气候，不得进行露天攀登与悬空高处作业。

（7）防护棚搭设与拆除时，应设警戒区，并应派专人监护。严禁上下同时拆除。

（8）进行洞口作业以及在因工程和工序需要而产生的，使人与物有坠落危险或危及人身安全的其他洞口进行高处作业时，必须设置防护设施。

（9）边长为50～150mm的洞口，必须设置以扣件扣接钢管而成的网格。（10）钢筋绑扎时的悬空作业，必须遵守下列规定：

绑扎钢筋和安装钢筋骨架时，必须搭设脚手架和马道。绑扎立柱和墙体钢筋时，不得站在钢筋骨架上或攀登骨架上下。绑扎3M以下的柱钢筋，必须搭设操作平台。

（11）高空作业必须戴安全带。严禁从高处往下投掷物件。 5、文明施工方面主要管理控制措施

（2）封闭管理：在出入口应设置大门：应有专职门卫及门生管理制度；进入施工现场的人员都应佩戴工作卡。

（3）施工场地：

工地的地面：采用砼地面，或采用其他硬化地面，要求坚实平整，有良好排水措施。施工场地应有循环干道，且保持畅通，无大面积积水。有良好排水设施，保证畅通排水。

（4）材料堆放：

施工现场工具、构件、材料堆放必须按照总平面图规定的位置放置。各种材料、品种、规格堆放，并设置明显标牌。各种物料堆放必须整齐，砖成丁，砂、石等材料成方。（5）现场住宿：

施工现场必须与生活区、办公室区严格分开。宿舍内床铺及各种生活用品放置整齐。

宿舍外周围环境卫生好，不乱泼乱倒，应设污物桶，污水池，房屋四周道路平整。

（6）现场办公区

提供业主、代建、设计、监理等相关单位的现场办公区，现场办公区为二层活动房，其中50平方米作为会议室。

（7）现场防火

施工现场应制定消防制度和消防措施。
