境外人员临时住宿登记提示
Notification for Foreigners Temporary Residence Registration
1、根据《中华人民共和国出境入境管理法》、《中国公民往来香港地区或者澳门地区的暂行管理办法》、《中国公民往来台湾地区管理办法》，境外人员在中国居民家中住宿、在中国的外国机构内或外国人家中住宿、长期居留的离开自己的住所临时在其他地方住宿、在移动性住宿工具内临时住宿时，依法办理临时住宿登记手续。
In accordance with the Exit and Entry Administration Law of the People’s Republic of China, Interim Measures For The Control Of Chinese Citizens Traveling To Or From The Special Administration Regions Of Hong Kong Or Macao, and Measures For The Control Of The Chinese Citizens Traveling To Or From The Region Of Taiwan, aliens wishing to lodge at the home of a Chinese resident, at a foreign institution in China or at the home of Alien in China shall register temporary accommodation. Aliens having long-term residence in China who wishes to lodge temporarily elsewhere than their own residence, or aliens who lodge temporarily in movable living facilities shall also report and register.
2、办理住宿登记的对象是指在固定性建筑物中或者移动性住宿工具中临时住宿的入境人员（包括外国人和港澳台同胞及华侨）。
The people who are required to register accommodation are those foreigners and compatriots in Hong Kong, Macao and Taiwan lodging temporarily in permanent buildings or movable living facilities.
3、境外人员办理住宿登记，应当出示有效护照或者其他有效身份证件并填写临时住宿登记表。
Foreigners and compatriots in Hong Kong, Macao and Taiwan shall present their valid passport or certificates as well as fill in temporary accommodation form, while reporting to local police station.
4、境外人员在中国境内旅馆住宿的，旅馆应当按照旅馆业治安管理的有关规定为其办理住宿登记，并向所在地公安机关报送外国人住宿登记信息。境外人员在旅馆以外的其他住所居住或者住宿的，应当在入住后二十四小时内由本人或者留宿人，向居住地的公安机关办理登记。
Where foreigners stay in hotels in China, the hotels shall register their accommodation in accordance with the regulations on the public security administration of the hotel industry, and submit foreigners’ accommodation registration information to the public security organs in the places where the hotels are located.
For foreigners who reside or stay in domiciles other than hotels, they or the persons who accommodate them shall, within 24 hours after the foreigners’ arrival, go through the registration formalities with the public security organs in the places of residence.
5、所有安装有旅店业信息系统的酒店、宾馆、客栈等，在接待境外人员住宿时，必须按照公安机关住宿登记相关要求准确登记、及时上传住宿信息。未安装旅店业信息系统的留宿单位，或者因旅店业信息系统、电脑、网络发生故障而无法登记的，须在接待境外人员的当日到辖区派出所办理住宿登记。
The hotel, guesthouse installed with the hotel information system must register and upload the accommodation information correctly and timely when accommodating the aliens according to the accommodation and registration requirements by the public security organ. The accommodating units without installing the hotel information system or failing to register because of the error of the hotel information system, computer or internet, must report the accommodation registration at the local police station where the hotels are located on the day when accommodating the aliens.
6、对违反法律规定不办理住宿登记或者不向公安机关申报住宿登记或者留宿未持有效证件外国人的责任者，公安机关依法给予警告，可以并处二千元以下罚款。
Whoever is held responsible for failing to register accommodation or report such registration to the public security organ or for accommodating aliens without valid certificates in contravention of the law may be served a warning and fined up to 2000 Yuan RMB.
7、境外人员如遇护照或入出境证件遗失或被盗，应及时向案发地派出所或区（县）公安机关出入境管理部门报案。
An alien whose Chinese visa or certificates is lost or stolen shall promptly report to the local police station or exit and entry department of the local public security bureau.
8、境外人员所持签证、签注或居留许可需要延期的，须在期满前到公安机关出入境管理部门申请办理延期手续，延期前确定已在留宿单位或居住地派出所申报了临时住宿登记。否则，将会被拒绝签发签证。
Aliens who wish to apply for extension of visas or residence permits shall process application procedures to the Exit & Entry Administration Department of local Public Security Bureau before the expiry. Before the extension, aliens shall report to the local police station and register temporary accommodation in time. Or, the application could be rejected.
